I suggest u to get both - High Regeneration and Mass Restore. They have big cool down and u can use one after another. Another thing, at high lvl u will be able to use both of them at same time..
And btw at war you have 5x time hp more and this buff restore 5x time more. So at max lvl it restore about 350 hp evenry 2 seconds, its great.

Spirit intension increases crit rate/damage resistance. Maybe you mean Sharpness.. If so, yes, it gives only attack and wiz dont need it, but you buff you friends/party members with it. As for me, i dont use it, because i dont have enought skill points
